Understood in its regional context, it is clear that Philippines President Rodrigo Duterte’s policy is a continuation rather than a departure from Southeast Asian drug policy, suggesting that for many Filipinos, this latest drug war may not seem unusual and may even be welcome as a necessary step to tackle drug use in the country.
